Wis.dom|bridge™ and Clarion Owners Engineer launch CBAM Knowledge Bridge for Serbia

A cross-border initiative led by wis.dom|bridge™ in partnership with Clarion Owners Engineer will create a structured knowledge and compliance platform for CBAM readiness among Serbian industrial exporters. The program is intended to support alignment with evolving European Union carbon regulatory frameworks. It is positioned as a step toward preparing Serbia’s production base for EU carbon requirements tied to CBAM.

Both partners are members of the International Association for CBAM (IACBAM), an international platform focused on aligning industry practices with EU CBAM regulation. IACBAM also facilitates knowledge exchange across markets. The initiative uses this shared membership as part of its operational context.

CBAM Knowledge Bridge model and targeted industrial sectors

The initiative introduces a “CBAM Knowledge Bridge” model to convert EU regulatory requirements into operational procedures for companies in CBAM-exposed sectors. The sectors named in the program include steel, cement, aluminium, fertilisers, and electricity. The model is designed to support exporters as the EU moves toward full CBAM financial implementation.

As CBAM financial implementation advances, exporters are expected to demonstrate verified emissions data and structured reporting systems. The program also references the need for compliance-ready production processes. These elements are treated as requirements that participating companies must prepare for within their operational workflows.

Regulatory interpretation and engineering-based MRV support

The platform combines regulatory interpretation with engineering-based implementation. wis.dom|bridge™ will lead the regulatory and knowledge transfer component, including development of CBAM interpretation frameworks, exporter guidance protocols, and compliance mapping methodologies. This work is intended to translate EU expectations into company-level procedures.

Clarion Owners Engineer will provide technical support focused on engineering-based emissions quantification. The named tasks include system structuring and pre-verification support. The technical work is described as preparing companies for accredited third-party verification under EU monitoring, reporting, and verification (MRV) requirements.

Program outputs for exporters and verification readiness

The initiative is described as moving beyond advisory into practical execution. Participating exporters will receive access to structured CBAM reporting templates aligned with both transitional and definitive phase requirements. The templates are intended to support reporting needs under the CBAM timeline referenced in the program.

The program also includes engineering-based emissions calculation methodologies integrated into production processes. In addition, it provides verification readiness protocols aligned with EU importer and third-party auditor expectations. Compliance simulation exercises are included to reflect real CBAM declaration and cost scenarios.

Serbia-based knowledge hub, training formats, and rollout timeline

A central component of the program is a Serbia-based knowledge hub designed as a permanent platform for training, certification preparation, and ongoing technical support. The hub will deliver structured workshops, technical bootcamps, and sector-specific sessions tailored to industries most exposed to CBAM obligations. The approach is framed around continuous technical support rather than one-time training.

The program extends beyond exporters to include local engineering firms entering the CBAM-related value chain. It also references industrial operators transitioning toward carbon-accounted production and financial institutions assessing CBAM exposure within credit and investment portfolios. The first phase is expected to begin in the second half of 2026 with pilot participants from key industrial sectors.

After pilot activities, the program is expected to roll out more broadly across Serbia’s export-oriented economy. Replication across the Western Balkans is described as a potential next step. The initiative links its implementation-focused structure to the transition of CBAM from a reporting obligation toward a financial mechanism.
