Construction has started on a 150 MW wind park grid connection project in a high-altitude mountain region. Clarion Owners Engineer is overseeing the work as Works Supervisor and Silver & Yellow FIDIC Engineer. The project is executed under the Silver FIDIC EPC (Engineer, Procure and Construct) contract.

Grid connection scope and substation works

The grid connection facility, delivered under the Yellow FIDIC EPC arrangement, is designed to link the 150 MW wind park to the national power grid. The scope includes construction and commissioning of 33/110kV and 110kV substations. It also covers high-voltage transmission lines required to transfer electricity from the wind park to the grid.

Equipment planned for the substations includes transformers, switchgear, protective relays, and other components supporting safe and efficient power transmission. Commissioning activities are tied to integration requirements for the connected network. Clarion’s role includes ensuring technical and regulatory standards are met across the project lifecycle.

Owners supervision under FIDIC EPC arrangements

Clarion Owners Engineer is tasked with supervision as Works Supervisor and as Silver & Yellow FIDIC Engineer. The contractor delivers design and construction responsibilities under the Yellow FIDIC EPC contract framework. Clarion provides compliance oversight and quality assurance throughout execution.

The supervision responsibilities extend across both Silver FIDIC EPC and Yellow FIDIC grid connection facilities. Clarion also provides technical support as Employer Representative while managing overall project construction under Silver FIDIC rules basis. The project involves complex grid connections and high-voltage transmission line works associated with wind turbine generator installations.

High-altitude logistics, HSE protocols, and site coordination

The mountainous location introduces logistical and technical constraints including restricted access, steep gradients, and variable weather conditions. Work planning requires specialized solutions to maintain continuity of construction activities. These conditions apply alongside contractor delivery obligations under the EPC contract structure.

Clarion’s supervision includes implementing health, safety, and environmental (HSE) protocols tailored to high-altitude operations. A large number of contractors on site increases the complexity of HSE coordination responsibilities. Testing, commissioning, integration, and handover

During construction completion phases, Clarion’s expert teams lead testing and commissioning to verify compliance with technical standards set by the Transmission System Operator (TSO) and Distribution System Operator (DSO). Commissioning includes testing of individual components as well as system integration requirements. Synchronization with the grid is part of the process aimed at stability and reliability.

The commissioning sequence culminates in issuance of a Takeover Certificate (TOC) followed by formal handover to the TSO/DSO. Clarion monitors phases from pre-commissioning tests through full system integration while acting as Yellow FIDIC Engineer. This monitoring is intended to maintain quality and safety standards through each stage.
