Clarion Owners Engineer, a Serbian engineering and consulting firm focused on energy and industrial projects, has signed two new contracts with private investors. The agreements cover Owner’s Engineer (OE) services and supervision of works for renewable energy developments. Both projects are set up under the FIDIC Yellow Book and Employer’s Representative frameworks.
Contract frameworks and project scope
The two contracts relate to separate developments. The first is an 80 MW wind power plant in a mountainous region. Its scope includes construction of grid network facilities and supporting auxiliary infrastructure. The second contract covers a 300 MW solar park combined with battery storage systems.
For the solar development, the scope also includes associated grid connections and related infrastructure. In both cases, the Employer’s Representative structure is used alongside FIDIC Yellow Book requirements. The arrangements are intended to align quality, compliance, and project execution with international standards. Clarion’s role is defined through Owner’s Engineer and supervision of works services.
Owner’s Engineer and supervision responsibilities
Under the contracts, Clarion Owners Engineer will provide technical advisory across the project lifecycle. The firm will also supervise works and manage contract compliance in line with FIDIC conditions. Health, Safety & Environmental requirements are included in Clarion’s oversight activities. Environmental, Social & Governance requirements are also covered under the same service scope.
The responsibilities further include compliance management and risk mitigation strategies during delivery. These services are tied to the supervision of works framework established in the agreements. Clarion Owners Engineer will therefore support ongoing coordination between project execution and contractual requirements.
